Rezoning Updates
The County Council PASSED Bill 194 on March 8, 2023.
Mayor Roth vetoed Bill 194,
and the County Council overrode this veto on April 19, 2023.
Bill 194 "Provides the County Council with exclusive authority to grant an initial time extension for the performance of conditions within a change of zone ordinance..."
Bill 194 was introduced to address the public's frustration with numerous multi-year extensions being granted to developers for their delayed, stale, and expired rezoned projects -- projects that sometimes date back decades. Kona (Royal) Vistas and Naniloa are urgent examples of why Bill 194 became necessary.
